In the days following hurricane Katrina, stories of violence arose in and around New Orleans. People being held up, women raped, business' robbed (not just subsistence goods, but luxuries), etc.
Contrast Houston and the smaller Texas communities damaged by Rita. Why no robberies? (except some yoyos robbing gas to get away from Rita) ...very few burglaries? ...no stories of rape?
I submit to you that the reason is guns. Lot's of guns in Texas. Contrary to the Texas towns, the mayor and police chief of New Orleans confiscated personal firearms from lawabiding citizens; thereby breaking local, state, and federal law - not to mention the U.S. Constitution! The National Rifle Association has since filed suit and achieved a major victory. (See the lead story at: www.nraila.org ). It has been proven over and over again by crime statistics; communities with armed citizens (to help the police when tragedy strikes) keep the bad guys subdued. But not in New Orleans, no... the local leaders had to remove a constitutional right and the people suffered for it! Only in certain situations, such as martial law, can personal weapons be confiscated. Even then the military leaders supervising martial law must state publically that personal weapons are not to be carried outside of the home! Wake up people!

While I don't mind seeing a gun pried from the cold, dead hand of a thug, I hate to think of guns being confiscated from the law abiding citizens. BTW - What were the law enforcement officers thinking when they confiscated these guns?
