Kristol was pointing out that the Administration had relied on the Euros to handle the issue with Iran. And it didn't work. He thinks the administration "now realizes" that approach was "all carrots and no sticks." I think they knew this all along but were willing to go along in order to establish that we first tried the multilateral diplomatic approach. Besides, it cost us nothing and we bided our time.
More than that, I have no clue as to what actions the administrations is preparing to take. I can't picture Bush, Cheney and Rumsfeld sitting by and letting Iran get nuclear weapons. Others, yes, but I think that trio is made of harder stuff.
